Whether or not it would be good in Christiansburg's specific case is hard to say without having a ton of information about existing infrastructure, as well as the town's fiscal health.

In a broader sense, let me put it like this. All of the largest telecoms out there, Verizon, CenturyLink, AT&T, have all spent tremendous amounts of money on lawsuits and lobbying to erect as many legal barriers as they can, in as many places as they can, to make sure that municipal broadband can't become a legitimate challenger in providing last-mile services (used to be primarily true for wireline but now becoming more true for wireless as well). The fact that all these gigantic telcos have so ardently fought to preemptively snuff it out should give you a sense of who would be benefiting from it the most.
